What kind of waste management does a rural apartment complex have?

I was wondering what rural apartment complexes use to remove their waste. Do they use an advanced septic system?
are there any places that give information on septic systems large enough and/or leach fields?

If there is no municipal sanitary sewer system, then a septic tank/leach field system is generally used.

Waste Management in Chandigarh

 The mission of the solid waste managing agencies in a city should be to protect public health and safety. It should provide quality municipal solid waste services through safe environmental programmes that are efficient and cost effective and environmentally responsible. 

 In the backdrop of this, we review the solid waste management in Chandigarh where garbage accumulation exceeds 400 tons each day, the situation is really pathetic. Sanjeev Singh Bariana has rightly pointed out that the situation shall be worse with surging population growth of the city, projected to be 19.5 lakhs by 2021.

 UT got its solid waste processing plant at a cost of Rs. 30 crores that is spread over 10 acre of land in partnership with Municipal Corporation of Chandigarh. The project ran into acrimony right in the initial stages. The inaugural function was marred by boycott by the Mayor and a few councilors stayed away from the event.

 Chandigarh has grown and with its growth the accumulation of garbage has also grown. The city now generates waste of each kind which poses pollution hazards and MCC is required to plan its disposal in a manner that causes no detrimental effect on its residents. The garbage processing plant emanates foul smell and stench that is unbearable in a radius of about eight kms. Complaints have been getting louder with none attempting to salvage the problems so far.

 Our member Parliament’s vision to make the City ‘bin free’ by setting up of Sehaj Safai Kendras in the city seems lost in the official rigmarole.  And the cash surplus MCC has failed to put Sehaj Safai Kendras in the entire City causing waste to be collected from the residences in rehris that is chaotic and unscientific. Such collected garbage is dumped in bins and remains scattered around causing emission of stench ground level pollution and causes discomfort to the residents.

Chairman of the sanitation committee of Chandigarh, is on record having said. “During our inspection, we found that things were not in order at the plant. They are not following the guidelines, as there is a complete ban on the burning of garbage in Chandigarh, but workers were burning it.” In this backdrop, guidelines for proper functioning of the plant need to be implemented and these are implemented on priority.

Our task now relates to Solid Waste Management including Toxic and Hazardous Waste and also Biomedical Waste in Chandigarh. We have to deal with a number of types of solid waste. The first is recyclable waste, objects which are useful, but no longer wanted. Solid waste management includes the construction of facilities to recycle these goods, which include scrap, glass metal, cans, paper, plastics, wood, and similar materials.

Then there are green wastes and yard clippings to manage. People with land can compost their own green waste, and many cities collect it separately from true garbage, so that the green waste can be composted and returned to the earth.

We then come to Toxic waste; waste which could potentially contaminate the environment, meaning that it needs to be handled with care. This category includes electronic waste, a growing problem in many industrialized nations. Added to this is the growing problem of disposing off the out of use machinery.

Despite the fact the Union Government has been devoted to manage the waste and has appointed Pollution control Directorates to oversee the prevention of environment, unfortunately though, nothing tangible has been done in the direction. More needs to be done keeping the ground realities and the magnitude of the increasing volume of waste being generated in the City.

Municipal Corporation of Chandigarh has miserably failed in this field as the first in Country Waste Processing plant has run in to rough weather. Its relocation at another site is not feasible as the available land has already shrunk to minimal. Our only option is to ensure up gradation of the plant to make it work optimally to it fullest capacity. Steps also need to be taken that the plant does not emit gases or emanates the stench putting residents in vicinity as high discomfort levels.

Also need is to ensure that the waste collection agencies for solid waste garbage collection are modernized and provided covered Rehris. And the waste collected by them is mechanically segregated in different colored bags in the Sehaj Safai Kendras. Waste collected from meat shops and laughter houses is disposed judicially.

For medical and biomedical waste, arrangement for incinerators that work properly be made in hospitals, and its provision in clinics and centers generating this kind of waste be made mandatory. Medical waste disposal systems provide waste disposal that include tracing of product, destruction of medical waste, reporting and verification of destruction of sharps and other medical waste.

The city is growing and shall continue to grow, so let’s stop lamenting that the city was originally designed for only five lakhs population and let those in governance seek to implement “mission mode” to provide the residents a protected public health with safety
